Yes. The entire interior would need to be removed*, and nearly every inch of wire moved or replaced. It takes years to upgrade a proper AF1.
*Most of the existing luxurious interior would be damaged beyond reuse.

In his first term, T**** bought two new commercial 747s from a storage yard to upgrade for AF1 duty. The contract was signed in 2017. They should be ready in ~2027.
How quickly can a luxury airliner be upgraded to AF1 duty?

Does anyone remember that in his first term T**** bought two commercial 747s from storage for AF1 replacements? And that building new ones would have cost less because of wiring replacement and airframe upgrade costs?
Oh, and those new AF1 planes are still not done 4+ years later?
