This is a fundamental misunderstanding of thermodynamics and equilibrium. CO2 and other greenhouse gases increase the earth's retention of energy, thereby causing global warming. All the energy generated by terrestrial sources was always already present from previous energy captured by the earth.

Yea, just make them responsible for defense of their own actions and require malpractice insurance. Even if they win a lawsuit their insurance rates go up every time one is filed, it'll self correct as the "bad apples" price themselves out of coverage.
