Pass a law that creates a "vehicle externalities board" that will set a registration fee for new ICE vehicles in CA based upon projected lifetime emissions and the costs of air pollution and climate change, phase in the fee so that in a few years ICE purchases are virtually eliminated.

I'm sure that's part of it, but this result is also consistent with most people thinking that people in low-pay service jobs would be better off with (presumably) higher-pay manufacturing jobs, including those people in those service jobs.

I think any decrease in travel is significant given this history. Looks like 5% growth in international travel was the norm pre-covid. After there has been catch-up.

At the time, Italians were a small minority. Probably had food names mangled often. I mean, today most Americans pronounce pho like phone, and there is probably a similar market penetration of small immigrant business.

Notable that the law does not ban all rent setting services, only those using non-public data. I believe Berkeley makes rents/vacancy status public. If software uses the gov data (or public listings), it's ok. That should get more responsive market w/o monopolistic pricing.
