Numbers. They actually couldn't find enough of those bad guys, Trump told them to up their numbers. So they go to the hard working labor force. Will they be climbing up on roofs? Construction, restaurant kitchens, landscaping are easy targets. Those jobs won't be filled by spoiled American kids.

That's not how the deficit is calculated.
Money promised to go out. Money actually coming in. Either deficit or surplus or balanced at the bottom line.
