The fire department, small in number thanks to budget cuts, has yet to make an appearance.

Person 3 says it's not their fault. More people chose something other than a rock, and the fire still reached the apartment building.
Persons 2, 3, and 4 all say Person 1 is causing division, and everyone should now be working to put out the fire that is ravaging the building.

Person 2 says no one could have known what the fire would do.
Person 4 says if the garden hose manufacturers would have chosen to make better garden hoses more people would have been happy to use a garden hose instead of a flamethrower or probably wouldn't have just stood there watching the fire.

Now, the entire apartment building is on fire. People are homeless. Some are trapped and may not be able to wait for help to arrive. Person 1 is pissed and persons 2, 3, and 4 don't understand why person 1 is angry.
