There are four options this guy could have taken, in order of preference:
1. The dedicated bike lane
2. The clean, paved, well maintained sidewalk separated by 10 feet of grass between it and the road
3. Tucked in against the bike lane if for some reason you want to be on the road

I'm happy to share the road, but this is someone avoiding both the bike lane and the sidewalk (legal to ride bikes on the sidewalk here) to swerve slowly all over the lane
