I think it's preparing the infrastructure, so that he can easily declare a police state. It also sounds like he's trying to make it legal to arrest Judges who disagree with unconstitutional policies. The funding section is in conflict with what doge is doing.

I left TicTok because I had limited data and an old slow phone. I went back after I upgraded my tech. Half of the creators I followed had been banned. My "For You," offerings were ridiculous and juvenile. I didn't go back.
