She was given permanent residence, aka a green card.
If she was born of an American citizen, she'd be a citizen automatically, no questions asked.

Yeah, there's something fishy about this story.
I was a military brat and had numerous friends who were born in the Philippines, Japan, and Germany who were automatically citizens.
The article says she had a green card which was revoked.

Your first clue is the first sentence. I'm a citizen and I've yet to have a scheduled check-in with ICE.
