Please, we must be talking about the provision added to the bill that defunds judicial enforcement for contempt of court charges.

Just NOT the way a civilized society functions! I fear hurricane season may be another big lesson in why FEMA exists (existed!) I lived in South Florida when Hurricane Andrew hit. Seems like that was when the country realized that a state could not deal with this kind of disaster alone.
