As far as academic work goes, four figures to conduct research for a groundbreaking book is some damn good ROI. The only waste, fraud, and abuse I see comes from this country's treatment of the humanities.

This is a reflection of the systemic lack of external grant opportunities for humanities work, and how modest the ones that exist(ed) are. But it's also evidence of the dedication these scholars have to their research, to building knowledge and charting new terrain for its own sake.

2) Applicants planned to stretch their pennies as far as they could go. People were asking for four figures to conduct multi-stop international research trips or sublet an apartment in a big, costly city to visit archives. What went unsaid is that they would ultimately be subsidizing their own work

The NEH, when working properly, was a necessary, important, but unfortunately insufficient source of support for so much incredible work. Despite that it does not take much $ to support humanities work, there aren't enough external resources, and now there is one fewer. This is gutting.
