I think the more likely - and possibly more frightening - possibility is that he signs them with absolutely no idea what they contain. He famously doesn't read anything. These are being generated by his Project 2025 handlers and he just signs them with absolutely no thought given.

In fairness it WAS unbelievable! An unaccountable, unelected, foreign-born man who basically purchased the presidency stood there and ran the cabinet meeting while the "president" sat there and let him. Incredible!
