Not 100%, the details were handled by more intelligent people. As primary beneficiary and spokesperson it's well over 50% he bears the blame, however.

Fully anonymous gives too many carte blanche to file false reports against cops. Any bill needs to guard against non-anonymity making reporters retaliation targets though, like requiring identities be kept under court seal.

He's worried a lot of them still know how to shoot, and aren't in a chain of command any more. Oppression and isolationism are ways to minimize their potential impact, especially if martial law is declared.

It doesn't matter which access he has, read only or read write, if he's threatening those with the access to do what he wants, is how that can be read too. With either there's the danger sensitive information is exposed for actionability, and that should be restricted to properly vetted people.

The Secret Service primary mission, I've seen, is protecting the office of the Presidency, which usually includes the office holder. Someone claims to be a dictator or does too much along those lines it's their duty to execute the perpetrator. So no, getting rid of them I don't see as a good idea.
