If the CHP is to maintain safety and enforce the law, they should arrest masked people snatching people off the streets, firing tear gas at peaceful protesters, and otherwise causing mayhem.

Arrest masked men in plain clothes who are grabbing people illegally. Tell the California National Guard to stand down, get sick, protect Californians. DO something at least to make utterly clear just how wrong this is.
