It said they were 2 years away, which would mean a predicted completion date of 1986. The report came from the April 24, 1984 issue of Jane's Defence Weekly citing "the Arabian Gulf press." Supposedly the West Germans were involved.

In the case of Masjid Al-Saghir (here labeled Zahir Umar Mosque in English), take a look at how close Israel chose to build their Ministry of the Interior skyscraper. They love to build this stuff next to landmarks and dense population areas for a reason.

Oh certainly, I'm not advocating to shut off the use of cards or apps as payment methods. In my experience though in the last 10 years or so, using the mail to send cash or money orders is typically not presented as an option.

As far as funds, one thing that comes to mind is that concealed cash was once a payment option on eBay. Basically, it wouldn't hurt to consider whether or not collecting certain info is actually needed.

I don't mean to say it's practical for everything, but it's not uncommon to see all that info requested just to join a mailing list. Certainly records need to be maintained for organizers, but maybe not for people just seeking some info for looking to send a donation.
