While the Parliament and Council have some flexibility to amend the contents of omnibus proposals, they cannot significantly broaden the scope beyond what the Commission initially proposed. However, a "simplification" purpose can cover many different sorts of amendments of course..

Commissioner Sejourne clarified that the GDPR won't be reopened "unless that happens as part of a broader simplification push led by his colleague Michael McGrath" later this year. To be continued!

The EDPS and EDPB earlier expressed "preliminary support" to an earlier version of the initiative (when the definition of small mid cap companies only referred to companies with less than 500 employees though) www.edps.europa.eu/data-protect...

The proposal is part of the 4th "Simplification Omnibus Package" and the EC claims it "should help companies save EUR 66 million per year". The EC further maintains that this amendment "respects the GDPR risk-based approach". Here's the amendment commission.europa.eu/document/7fd...
