Yes, very messy. Usually sheriffs cover a county and police cover a city. Often there are parts of a county which aren't part of any city, but the sheriffs often do other things too. I think it all dates from England in the middle ages.

Many of the LA Sheriffs didn't have their gas masks on yet so the Sheriffs got gassed by LAPD
LAPD was on the radio crying about getting shot by rubber bullets by the sheriffs, so I'd say fair trade
