Bottom line: These are real costs associated with conducting research.
Indeed, in part because of the administrative cap, they do not cover the full cost of doing research.

My hunch is that a lot of people in the coming years are going to find national politics so depressing that there will be a market for political conversation that is focused more on local problems and solutions. Out of those local conversations might emerge good ideas for a better path forward.
