No point in power unless you use it. Spoke to a NZ govt official wanting to know how to evaluate a prog. So I innocently said go back to policy paper. They said there wasn't one as the Minister told them to do it.

As with Brown the power of Treasury is huge. Treasury needs to become not the driver of policy but the enabler of outcomes defined by the cabinet. They in turn to wise up and take real decisions on priorities.

That's the thing now the Tories set up the new govt by tying their hands by NI cuts and investment failure, now reform is advocating policies the Labour would like ahead of any leadership from Starmer and so positioning himself to say I drove the agenda so just elect me not him
