I encourage you to find funding that is specifically earmarked for Starship. I do not think it's as much as you are letting on here.
The unfortunate fact is that nobody on earth is close to matching Spacex on cost, capability, and reliability. They are a decade ahead, at least.

That is for launch services on Falcon 9, not development of Starship.
Falcon 9 is the cheapest, most frequently flying, and safest rocket in history. It is also arguably the most environmentally friendly since it is 2/3 reusable.

It's fine to criticize SpaceX. They aren't meeting their own development schedule and they're led by a dangerous egomaniac.
But they aren't shooting for a Saturn V. This rocket has about twice the thrust at liftoff and must be recovered.

Not sure what he means by "explicit." I don't think he means "photographic proof." I think he's saying that it has to _be_ corruption, and not just the appearance of it. This is in contrast to any number of government positions, or regulated industries, where appearance is enough for termination.
