Second, I’ve been working in health policy for 20+ years and I still don’t totally get how this grift works. Some people have an awful lot of leisure time on their hands to figure out how to steal benefits that are supposed to help poor people.

Several thoughts. First, the 340B program is supposed to help poor people, but rich people have figured out how to steal those benefits. I don’t care if it’s technically a loophole, it’s still theft.

If they cared about scientific quality, they would never put the people in place that they have. JB did one of the worst studies of the entire pandemic.
