when doujin circles sell and make money, it's normally just to cover production costs and everything after that is just tip money for themselves.

If you want to see more circles pop up than there needs to be a normalization of art without ambition.
do some doujin circles break through and get industry big? Of course, we all know about CLAMP. but those are outliers. Doujin circles usually are extremely small, niche, and very avoidant of fame
