what overly burdensome regulations are we talking about? a lot of the time the examples pointed to are things like ensuring that there's adequate utilities to accommodate new residents. something that hurts the existing neighborhood if not planned for. that's what impact fees are supposed to handle

a good rule of thumb is to ask someone about rentpage, if it should be illegal or not. if they agree that it's collusion and should be restricted, i'll be more willing to give them the benefit of the doubt.
if they dodge the question or say it would discourage building? absolutely not, bad faith

SF is quite dense though. even sunset is very dense compared to most american cities. now south bay? silicon valley is where density really needs to be focused on (and is also where most of the jobs in the bay are)
