Yes, understood. The last government's decision to locate offices to Darlington (!) was "fair" but not the best for agglomeration or productivity.

Agree, but the BBC particularly faces demands to be "fair". The move to Salford co-incided with disinvestment in Birmingham. Large production base at Pebble Mill closed etc.
