They're counting on getting away with it once - that becomes the precedent for the next time, etc.. They need Republicans in Congress to acquiesce and the Courts to shrug as it being a dispute between the Congress & the Executive.

This isn’t budget politics. It’s about one man trying to cancel Congress and spend our money like a dictator.
No votes by Democrats on anything budget-related - including the debt ceiling. Attach riders on everything. Don't Schumer your way into "compromise".
