Simple explanation.
Behind closed doors, Trump has almost certainly been threatening Musk with the cancellation of whatever contracts he has with the US government unless he backs down publicly.
But Trump also needs Musk. I'd be surprised if this is the last we hear from Musk on the matter.

The supreme court has given him immunity for anything he does in the course of his role as president. So he is legally permitted to deploy National Guard troops irrespective of what the Insurrection Act says.
