I worked in numerous countries around the world on largely fixed term employment contracts. I was an expat. And I know many, many nationalities who do or have done the same. It’s nothing to do with immigration or citizenship - it’s more about temporary or permanent moves and intention to return.

HMRC has comprehensive tests to establish UK residency for tax purposes. So it cannot be beyond the wit of man to establish similar tests for whether you are a genuine family farmer - or simply a wealthy landowner.

And as far as agricultural land, caused in large part by the previous Agricultural Property Relief being used by the very wealthy to avoid IHT. The irony is that the new IHT rules will still allow a significant reduction in IHT for such people - but clobber genuine family farms at the same time.

Not only that, but she is a tenant farmer so the whole issue of IHT on arable land owners is irrelevant to her. (Though I do take my hat off to people who chose to farm for no other reason than to make a living - that is impressive!).

Moreover it's an expensive and difficult process and hence is usually a one way street. FoM made movement easy and was therefore often temporary in nature. Hence net immigration was a third of what it now is post the loss of FoM with Europe.

Yes, the stupidity of Labour's approach to this knows no bounds. They are a vast improvement over the Tories but will not achieve their objective of meaningful economic growth - or a second term - unless they address the Brexit elephant in the room.

A great start would simply to have reciprocity on this alone. I get it's not the "norm" for a "third country" - but this would be so much fairer than what we currently have and would be aligned with how the USA treats visitors.
