It was never about fentanyl. That is just the excuse to allow the executive branch to put "emergency" tariffs on goods without going through Congress.
I hate that he is doing this, but at least Canada isn't taking it.
This isn't what most of the people of the US want.

In 2018 it was intellectual property thief with China and I'm not quite sure what the reason was anymore for the 25% steel and aluminum tariffs.

For example, it would allow the executive branch to freeze assets and property of people that are funding a conflict the US in involved with.
There are lots in the act and I imagine it has all sorts of uses. The "fentanyl crisis" seems to be stretching it pretty far to it's limits though.

It is part of the Emergency Economic Powers Act (specifically section 232 national security tariffs). This is why he has to keep it tied to the "fentanyl crisis" to be able to do these sweeping tariffs.
The intention of the act was more likely supposed to be used in a time of war.
