These are the non tag lanes for those of us who don't use it enough to have a tag. Most roads in other CA cities will let you pay online with your license plate if you don't have a tag

That's what some other socal roads have and it works with plates. You get the same pricing as fast trak and all you need is a free account but you can even look up by plate and pay later, say if you're in a rental. You can also add a plate for a date range

Two cars in front of us ended up paying with cash. The card machine was super wonky and wouldn't process my NFC or swipe payment. I was about to drive off and deal with a mail in ticket and it went through.
