10 USC 12406 does keep the governor in the chain of command, even when federalizing NG personnel. Sounds like Gov. Newsom can still exercise his authority - if he so chooses.

Mr. Nichols, you of all people should be less careless with your language. People in LA are engaged in civil disobedience, and are coming under heavy fire from chemical smoke, less-than-lethal munitions, and vehicle interdiction from unidentified federal agents or those impersonating them.

Sen. Graham should recheck his terminology. Admittedly, he was AF, but he should know that covert operations are those that are meant to conceal the presence of US government intervention. ICE can't do enforcement operations covertly, or it's just kidnapping.
