It only helps inequality in the right tax settings, otherwise it's people in the regions subsidising (normally wealthier) people in the centre.
Still a good idea but not without its challenges.

Especially stupid because the films were made 3 years ago, won't change producer behaviour quickly. Trump will be out by the time the first new films move through the pipeline. (This is true for car factories too obvs)
