the warning itself may be disturbing but i'm incredibly heartened german officials took the vulnerability of trans/ enby folks into consideration, wouldn't have happened until relatively recently.
(not putting a lot of faith in the new gov't in that respect but maybe i'll be less than disappointed)

yes, targeted by cops is exactly the danger i meant. they could be identified, and arrested regardless of any violent behaviour. protesting against government isn't without risk even in countries highest on the democracy index, and 'murrica is going down that ranking like on a sliding pole atm.
