You're assuming Missouri voters get a say in anything.
The GoP make a regular practice of hiding crap in items on the ballot then lying about the contents in ads, overturning the results when they lose, and other things that should be illegal.
They tricked MO into re-legalizing gerrymandering.

Not Alligator Alcatraz. Alcatraz held people who had been convicted in a court of law.
This is Alligator Auschwitz, which will hold people who are not charged with anything other than the crime of being brown, just like Auschwitz held those for the crime of being a Jew.
