It really depends on the current ROW and how fast you want to go how soon.
On frt RR owned ROW that's heavily used, but has good alignment, you can probably build another track and integrate it in and get to 110 mph. Will require savvy negotiation with frt RRs - which is lacking

Yes. Going from 3 degrees cant deficiency (Amfleet) to 9 degrees (Talgo, for example) gets you from 80 to 100 mph. (2 degree curves, 6" superelevation) But, you have to have class 6 track for that vs. Class 4 for 80. Super expensive to maintain if you run a lot of 50-60 mph freight traffic.

It is true that the NS owned track has a max speed of 80 mph vs 110 mph on Amtrak's line, but the frequent curves are the problem.

Some nice stretches of 70-80 mph running, but not much opportunity to go much faster for very long.

Between Philadelphia and Harrisburg, the RR is pretty straight, so you can have lots of 110 mph running.
West of Harrisburg, the RR follows the Juniata River, then climbs through mountains. Lots of curves.
