People worried about danger from e-bikes? Hear that safety is a concern and reduce car dependence. People feeling unsafe around homeless people? Don't sweep encampments — it really, really doesn't help — instead, build out programs that house the homeless and protect tenants.

Your constituents will be right about the issues that matter to them and often wrong about which solutions will work. It's your job to hear the priorities and then enact research-backed interventions, even if it's not exactly what they asked for.

What doesn't work: Having all the information and decision-making meted out by one person in charge. Luthen's operatives not being in a network of trust has fallout for Mon and Erskin, Bix and Cassian, Vel and Cinta, Kleya, Lonni, and ultimately Luthen himself. (Look how Yavin talks about him!)

What works: organizing and training recruits. So much of Season 2 shows how badly things go when people think they're better at the work of resistance than they really are. Compare the remains of the Maya Pei Brigade with the functioning setup on Yavin two years later.
