Thinking about it, I guess he could tell the Controller or whoever is responsible not to deposit payroll taxes from state employees, but willfully withholding and failing to deposit is VERY criminal, so no idea how that would work and the Controller would never do it

Ok - functionally, how would that work? The majority of Fed taxes has to be payroll, and the employer is legally responsible to withhold and pay to IRS. Otherwise the individual taxpayer pays the IRS directly. The State does not pay the IRS.

Back in the day local newspaper stand guy would come in every Sunday morning at 10 just as we opened, count out a bunch of nickles from his pocket (exact change plus a few for a tip) and get 2 cans of Genny Cream that we kept on hand just for him. Blue law county Upstate NY, stores opened at noon.

I buy that, as a piece. I spent more than 20 years at my last gig and actually felt like that. Was my identity. That said - small town, small company with outsized import, was the public face.

I had different pencils to do like footnotes in the margins until one Econ prof told me to knock it off. Apparently I annoyed a couple of them (profs) but I pissed him off somehow with it.

I once got air in a cab from the Sac convention center to a hotel over by the Expo. Seriously. Dude had a blue Caraven. I'm on the bench in the middle 2nd row no seatbelt, just the the two of us. Starts hitting the on ramp pedal to the floor. Hit the top at like 85; boot. Definitely done it before

Started a couple weeks ago when I HAD to go to Target for something we've only been able to find there, and the shelves were stacked prob 5' tall on the top with paper towels and TP. bad sign. I went to Grocery Outlet to buy the same stuff, cheaper.
