Final - The aircraft did receive a tcas (traffic) warning & initiated a climb but it was too late. This is only preliminary info. They are still finalizing the theory.

3/3 Helo pilot may have mistaken a diff plane in his sight for the crj. Or gnd lights could have obscured both aircraft’s view. This may have caused the helo pilot to think it was safe to increase altitude.

Further: The Blackhawk mission was on a common flight path used in the capital area which is tight - admittedly too tight, and they were flying at night. The helicopter pilot requested visual separation clearance only which atc approved. Unfortunately only 1 atc was avbl when there are normally 2.

They’ve answered that question. They were running a routine (annual) training exercise to simulate evacuating high level officials during a crisis (continuity of government).
