Does this, in effect, mean a state could defund certain religiously owned/operated health systems because they don't offer reproductive health care? Or gender conforming care?

State-run liquor stores, post prohibition, were designed, in part, to create controlled monopolies that reduced alcohol availability and limit social harms. However, I suspect the current revenue streams trump those original public health goals in many or most states (exceptions like Utah).
