On the plus side it has legal force. If enough people sign it, the Government has to respond to it and Parliament has to debate it. Nobody will show up at the debate, probably, and the Government won't change their policy, probably, but at least we will be on historical record in future.

Dried pulses (peas, lentils, seed beans) are nutritious, healthy, incredibly cheap esp bought in bulk, and delicious if cooked properly. Note that different varieties really need different cooking to be palatable, and in the case of beans, safe to eat (they're slightly toxic if undercooked).
