I remember when this sat under an old tarp and some scaffolding in an unkept part of the parkland. Shame the new building is already getting a little tired, not built by the Romans clearly.

This would make sense. I came across this building with its separate brick side store (possibly for fuses?). The little vent/openings have tapered plugs of concrete inserted in from the outside. Located on a private country house estate just south of the GHQ line on K&A canal.
