I believe he's in support of guaranteeing lawyers at detention hearings, and not cooperating with ICE. And he spoke about taking his dad to his immigration check ins.
Legal clinics (staffed by law students) only take on a few cases a semester. They are very selective in picking clients and cases.

My interpretation: Fewer is shorthand for "Fewer than expected", which it seems they used for data points that didn't have an exact "before" number.

This is exactly what prioritizing looks like. Admission is zero sum. Fixed or flexible, you have to cap it somewhere.

Even if they could address all the reasons that Iowa is not a place people want to live, it'd still be their perogative to prioritize in state applicants. Again, it's an established practice.
