The Insurrection Act has not been invoked. The memo cited 10 USC 12406 to deploy the California guard. 18 USC 1385 prohibits the deployment of federal troops to perform law enforcement functions.

The high positives on these questions underscore two things: 1) America remains a deeply racist country and 2) most Americans do not pay close attention to issues that don't directly affect them. We have become an unserious and willfully deluded nation.
