If you have no reason to believe she got out then you're more than likely right. I've had a cat just hide forever after a move and thinking the same thing but knew there was no way they got out. They just show up because they found a cool new hiding place thats not easy to find.

This seems like a normal occurence for Firaxis. Civ 6 also launched on a similar way. That being said they are good at patching their games so one day Civ 7 will be really good

I never ended up playing it but I remember seeing an overhaul mod for the game. I wonder if that might fix those kinds of quests.

They really should make you fight the final boss before letting you do the end game side stuff. Being too strong straight up just ruins the final fights lol its a shame
