The key is to be multifaceted. Be a salesman in a car dealership that can also write a tool to help the mechanics in the service department fix a software problem in the vehicles.
This also applies to being a tech person who has writing skills or econ skills.

They don't have the labor cost advantages. However they do have state support.
Part of that support are policies that prevent their local companies from becoming highly profitable through weak IP protection. NBD because the state supplies the capital.

If you want to reform the regular police it requires someone the public trusts on law and order. Otherwise the reforms will fail and backfire.
