It was a non-issue then. Codifying Roe only became a thing once Trump's Supreme Court leaked it was getting rid of it, and even then it's brought up by people who don't realize SCOTUS can declare laws unconstitutional. If Roe had been codified before that ruling, they'd have struck down that law.
