I am not aware of the extent to which those who enforce the law are able to do so as regards the Executive Branch. For example, SGEs only get 130 consecutive days. Who is counting and who kicks Elon out at 5pE on day 130? Perhaps the invisibility of the watchmen is purposeful. One can only hope.
