When I finally spoke to the person I sought, they detailed a room crammed tight with ~70 people where:
It is always cold.
There is one toilet & one sink, open to plain view.
You sleep on the floor.
You maybe get fed, once a day.
No medical attention to those in need.
The lights never go out.

The company I used to work for built it's DCs in the NE close to the sea so the cool E winds so water cooling was only needed in rare conditions. DCs being built near London are there to shave milliseconds off city trading platforms. The profit of the few outweighs the environment of the many..

I guess that’s good for the companies, inasmuch as they save on leccy. But whether or not the water gets reused, it seems like it might be helpful if they said how much of it they use.
