It's true that it is up to individuals to learn the language, but it is also true that as humans age, language learning becomes much more difficult, and some individuals may struggle with it more than others.

There are good and kind people here. Unfortunately the meanest and loudest a-holes are willing to break all of the rules, laws, and the social contracts of society. And good people are hesitant to use violence against them because good people have a soul. But even the good have a limit.

They retire after 25 years because the job has a high rate of burnout. What we do not want is ATCs that are burned out being forced to continue working. That's going to increase risk of accidents. Fund the training, pay them well, and make the retirement packages worthwhile so new ATCs can come in.
