The way Gavin worded it in the announcement video makes me think it's only legal if the front side has a power & toughness box. So a battle or enchantment that flips into a creature or vehicle wouldn't count.

What this says is that people who are charged with non-evasion crimes are also charged with evasion, but which came first the evasion or the non-evasion crime. At best it's noisy, but it seems like ex post facto justification for over-policing & not a reason for charging for Public Transit.
