the whole idea of lay juries never quite sat right with me - probably growing up in a system where they dont exist has something to do with it. Seeing how whole electorates are affected by skilled manipulators makes me even more guarded.

the other issue which many will point out is that there may be people willing and able to provide extra activity, but unable to do so for tax & pension reasons. this will significantly hamper efforts to increase throughput.

I really struggled with this as well, but it is (only slightly!) clearer in the article.
90 vs 73% R0 resection rates surgery vs endoscopy.
Recurrence 3 vs 16 % surgery vs endoscopy AFTER R0 resection (or 3 vs 8 after propensity score matching).
