I can't find it now, but Alex Pareene once wrote a whole thing about it, describing the 90s as the "Peak Analog" era, where everyone working in music/film were absolute masters of their tools.

It also totally wrecks smaller projects. Imagine wanting to rehab an apartment building that is zoned single family but has been apartments since the 1960s, and you're going to have to wait a year to start *getting permits*. Meanwhile you're paying the mortgage, taxes, etc without any income.

Yes, which has similar but not identical dynamics to urban neighborhoods where population loss has meant cheap housing, ample parking, and a community of people who have known each other for years.
Of course, the two come together in this story of an aging shrinking church in a rust belt city.

Thanks to current interest rates and new inclusionary zoning rules, there's very little new construction in my neighborhood so the zoning committee part is less hectic.
Fun Fact: In Philadelphia right now, the Zoning Board of Adjustments is booked out into 2026 already.

OK but Philly specifically is actually installing a lot of speed cameras and they're having an effect.
This, plus the busses now automatically ticketing double-parked cars, is making a difference.

Parking permits help a lot with this. Cars without licence plates are noticed quickly by the PPA and ticketed/booted.

I gotta say, the current bike lane network in West Philly is sufficient that I almost never need to take transit into Center City.
